Sealed proposals for the Glendale Archery Range Parking and Pathway Installation Project will be received by the City of Livonia via the MITN website ( until 2 p.m., local time, on Tuesday, June 2, 2020 at which time the RFBs will be recorded by the Purchasing Manager and the City Clerk. Due to building restrictions because of the COVID-19 pandemic, bid opening results will be posted to the MITN website. Bids shall be in accordance with the requirements of this notice in order to be deemed “responsive”. Late bids will not be considered.

All bids must be submitted electronically in Adobe Acrobat format.

There will be a mandatory pre-bid meeting to be held at 3 p.m. on Tuesday, May 26, 2020. Interested bidders shall congregate prior to the meeting time at the archery range located at #32710 Glendale Avenue. (+/- ¼ mile east of Farmington Road) 

The City of Livonia seeks proposals for the following:

Excavation for stone base; placement of 160 c.y. 21AA crushed concrete aggregate base; placement of 4” and 6” thick concrete pavement (525 s.y. – 4”, 50 s.y. – 6”);  restoration and other miscellaneous items of work.

The Proposed improvements will be funded through the Department of Housing and Urban Development (HUD) Community Development Block Grant funds authorized by HUD under Title 1 of the Housing and Community Development Act of 1974 and 1977, as amended and as such, prospective bidders are hereby advised that this project is subject to Department of Labor Davis-Bacon Wage Rates and Section 3 regulations.

Each proposal shall be accompanied by a certified check in the amount of five percent (5%) of the proposal, payable to the City of Livonia, as security for the acceptance of the contract.  A bid bond on the Michigan Standard Form, issued by an approved Surety Company, may be furnished in lieu of a certified check.

Bids are to be submitted in a sealed envelope, plainly marked “BID – GLENDALE ARCHERY RANGE PARKING AND PATHWAY INSTALLATION PROJECT” and received by the City Clerk on or before the time and date given above.

No bidder may withdraw his proposal within one hundred twenty (120) calendar days after the date set for opening thereof.  The right to accept any bid, to reject any or all proposals and to waive irregularities in bidding is reserved by the City of Livonia.  Portions of this Contract may be deleted due to unforeseen circumstances without compensation.  Acceptance of any bid does not constitute a binding agreement until a written contract is signed by both parties.
