The City of Livonia had previously applied and obtained funding for Drinking Water Revolving Funding (DWRF) from the State of Michigan. We received a low-interest loan in 2014 for $3.5 million (DWRF Project #7355-01) to replace approximately 3.5 miles of eight-inch water main and another in 2015 for $7.5 million (DWRF Project #7356-01) to replace nine miles of eight-inch water main. We worked closely with OHM Advisors to successfully complete these past projects that resulted in replacing aging water main infrastructure, improving water quality, replacing of water meters, providing additional fire hydrants for fire protection and upgrading numerous domestic service leads from the newly installed water main to the shutoff at the property line. These improvements occurred in the previous two DWRF projects in our older subdivisions, Coventry Gardens and Old Rosedale Gardens.
The City of Livonia prepared, with the assistance of OHM Advisors, and submitted a Water System Master Plan in January 2019 as part of the requirement to obtain Drinking Water Revolving Funding (DWRF). A Project Plan was provided in April 2019 that identified a total of 14 Projects in various sections throughout the City of Livonia over a five-year period with an estimated cost of $38,630,000. A public hearing was held on March 27, 2019, for public comments and information provided to Environment, Great Lakes & Energy (EGLE).
In July 2019, the City of Livonia was notified by EGLE that we would receive approximately $10 million in funding for Project Areas 1, 2 and 3 for FY 2020 Drinking Water Revolving Fund (DWRF) since the Project Plan scored high enough on the Project Priority List (PPL).
For bidding purposes, the projects were bid as two separate packages:
Package #1 consisted of Project Areas 1 and 3 (Six Mile and Middle Belt Roads and Bonaparte Gardens Replacement: south of Plymouth Road, west of Henry Ruff and east of Merriman Road).
Package #2 consisted of Project Area 2 (Devonshire Park Sub in Section 35, Henry Ruff to Middle Belt Road: Grandon south to Joy Road).

Project Areas 1 and 3 involve replacing approximately 3,740 lineal feet of 12-inch water main and 407 lineal feet of eight-inch water main for Project 1 located at Six Mile and Middle Belt Roads. For Project Area 3, located in Section 35, Bonaparte Gardens north of Joy Road between Henry Ruff Road and Middle Belt Road, it will consist of replacing 2.7 miles of eight-inch water main and almost one mile of 12-inch water main. Both projects will be using trenchless technology via pipe bursting methods. The locations were determined by age of the pipe, number of breaks, and other factors from the 2019 Water Main Master Plan. This project will provide improved water quality, reliability and additional hydrants for fire coverage.
The FY 2020 projects were packaged and bid as Package #1 involving a majority of the construction occurring in 2020 for Project Area 3, (90% complete) and working on Project Area 1, anticipated finish in mid-December 2020. The areas are listed below:

Package #2
The contract involves replacing approximately 3.2 miles of eight-inch water main and approximately a half-mile of 12-inch water main for Project Area 2 located in Section 35, Devonshire Park Subdivision. This area is located south of Plymouth Road, east of Merriman Road and extends to Henry Ruff Road and south to West Chicago. This project will be using trenchless technology via pipe bursting methods to replace aging cast iron water mains. The locations were determined by the age of the pipe, the number of breaks, and other factors from the 2019 Water Main Master Plan. This project will provide improved water quality, reliability and additional hydrants for fire coverage.
This is bid Package #2 for construction occurring in Spring 2021 for Project Area 2. The area is listed below:

The contractor for all three (3) project areas is D & D Water & Sewer, Inc. and work commenced in mid-July for the approximately $7.5 million in water main replacements. Residents in Project Area 2 will be sent a notification letter prior to any work providing information on what to expect during construction in Spring 2021. There will also be contact information for the inspector from OHM Advisors that will be assisting the City of Livonia Engineering Department.
