2. CR 262-16 2016-2021 Capital Improvement Program, prepared by the City Planning Commission, the Council does hereby refer this item for its report and recommendation.

3. CR 277-20 Subject matter of an education session regarding water rates, specifically how annual water rates are determined, to the Capital Outlay and Infrastructure Committee for further discussion.
