REPORTS FROM THE MAYOR AND OTHER CITY OFFICIALS

a. Communication from the Department of Finance, dated December 5, 2023, re: forwarding various financial statements of the City of Livonia for the month ending October 31, 2023.

CONSENT AGENDA

1. WAIVER PETITION: Planning Commission, re: Petition 2023-11-02-14 submitted by Rental Equipment Solutions, requesting waiver use approval to operate a construction equipment rental business with outdoor storage at 34147 Schoolcraft Road, located on the south side of Schoolcraft Road between Stark Road and Ashurst Court in the Northeast ¼ of Section 28.

2. SITE PLAN PETITION: Planning Commission, re: Petition 2023-11-08-08 submitted by S & Z Restaurants, L.L.C., requesting approval of all plans in connection with a proposal to add a second drive-thru lane at the Culver’s restaurant at 13030 Middlebelt Road, located on the east side of Middlebelt Road between the CSX Railroad right-of-way and Schoolcraft Road in the Northwest ¼ of Section 25.

3. REQUEST TO WAIVE THE CITY'S FORMAL BIDDING PROCESS AND PURCHASE ONE (1) DELL POWEREDGE R760 SERVER: Division of Police, re: to replace multiple network servers that are out of warranty and are at end of life, from budgeted funds.

4. AWARD OF BID: Public Works Division, re: for water main repair clamps for the City's 2024 and 2025 calendar years, from budgeted funds.

5. REQUEST TO APPROVE TWO-YEAR EXTENSION WITH EGANIX, INC: Department of Public Works, re: for the Fats, Oils and Grease (FOG) Prevention Treatment, through December 31, 2025.

6. AWARD OF CONTRACT: Department of Public Works, Sewer Department, re: for Sanitary Sewer Flow Monitoring and Rain Gauge Program, for a period of five years, from budgeted funds.

7. REQUEST TO WAIVE THE CITY’S FORMAL BIDDING PROCESS AND APPROVE AN ANIMAL SHELTERING AGREEMENT BETWEEN THE CITY OF LIVONIA AND THE MICHIGAN HUMANE SOCIETY: Department of Public Works, Animal Control Division, re: for the period of January 1, 2024, to December 31, 2024, with a 5% boarding/holding fee increase to $6,012.56 per month.

8.   FINANCE AND BUDGET COMMITTEE MEETING OF DECEMBER 12, 2023

a. The subject matter of the City’s agreement with the various Livonia School Districts regarding tax collections. (CR 297-23) 

9.    COMMITTEE OF THE WHOLE MEETING OF JANUARY 3, 2024

a. The subject of permanently referring the establishment of Council Committees, representatives on various Boards and Committees, the Parliamentarian, and any other business that would come before the Committee with regard to this subject, to the Committee of the Whole for report and recommendation. 10. REQUEST TO AMEND THE ENGINEERING CONTRACT THROUGH THE QUALIFICATION BASED SELECTION (QBS) PROCESS WITH OHM ADVISORS (OHM) FOR DESIGN ENGINEERING SERVICES FOR THE 2024 WATER MAIN REPLACEMENT PROJECT; Engineering Division, re: same (CR 336-21)

11.  PROPOSED AMENDMENT TO THE LIVONIA CODE OF ORDINANCES, AS AMENDED: Department of Law, re: to Title 3, Chapter 04 (Financial Procedures), Section 200, to add per diem language.

12.   PROPOSED AMENDMENT TO THE LIVONIA ZONING ORDINANCES, AS AMENDED: Department of Law, re: Petition 2022-12-01-02, submitted by the Basilica of St. Mary, requesting to rezone parts of the properties at 18100 Merriman Road and 30600 Brookview Drive, located on the east side of Merriman Road between Mayville Drive and Seven Mile Road in the Northwest¼ of Section 11, from P-L (Public Lands) to N2 (Neighborhood).

NEW BUSINESS

13.  APPOINTMENT OF DORIS E. DEMARCO FOR THE POSITION OF DEPUTY CLERK:  Office of the City Clerk, re: same.

14. REQUEST TO RELEASE DEVELOPMENT BONDS:  Engineering Division, re: for Washington Park Site Condominium, located on the south side of Ann Arbor Road, west of Hix Road in the Southwest 1/4 of Section 31. (CR 436-16)

15. REQUEST TO EXTEND THE CONTRACT WITH GREAT LAKES CONTRACTING SOLUTIONS, LLC: Engineering Division, re: for the 2024 Sidewalk and Pavement Replacement Program - Water Main Breaks (Contract 24-F) for one year at the unit prices from the 2023 contract unit prices, from budgeted funds. (CR 106-23)
