CALL TO ORDER INVOCATION/PLEDGE OF ALLEGIANCE ROLL CALL PRESENTATION OF MINUTES – Regular Meeting Minutes of December 18, 2024 AUDIENCE COMMUNICATION REPORTS FROM THE MAYOR AND OTHER CITY OFFICIALS a. Communication the Department of Finance, dated December 11, 2024, re: forwarding Quarterly Investment Report for the City of Livonia for the quarter ending August 31, 2024. b. Communication from the Department of Finance, dated December 11, 2024, re: forwarding various financial statements of the City of Livonia for the months ending August 31, 2024. c. Communication from the Department of Parks and Recreation, dated December 13, 2024, re: fee changes approved by the Parks and Recreation Commission for the last two quarters of 2024. d. Communication from the Office of the Council dated January 8, 2025, re: presenting revisions to the Chairpersons and members of the various Council Committees for the year 2025. CONSENT AGENDA - WAIVER PETITION: Planning Commission, re: Petition 2024-10-02-16, submitted by Livonia Gas Mart, requesting waiver use approval of all plans in connection with a proposal to redevelop and expand the existing gas station, including removing the service bays, expanding the building to provide additional retail space and restaurant, and relocate and increase the number of fuel pumps and parking, at 31301 Plymouth Road, located on the southeast corner of Plymouth and Merriman Roads in the Northwest ¼ of Section 35.
- VACATING PETITION: Planning Commission, re: Petition 2024-10-03-02 submitted by Andrea and Benjamin Edwards, to determine whether or not to vacate portions of an existing storm drainage easement at 18586 Comstock Avenue, located on the southeast corner of Comstock Avenue and Jay Avenue in the Northwest ¼ of Section 8.
- SITE PLAN PETITION: Planning Commission, re: Petition 2024-10-08-08 submitted by Soha Kadry, requesting approval of all plans to renovate the commercial building and covert into a multi-tenant retail center at 17230 Farmington Road, located on the east side of Farmington Road between Six Mile and Curtis Roads in the Southwest ¼ of Section 10.
- REQUEST TO AUTHORIZE PAYMENT TO ELECTIONSOURCE: Office of the City Clerk, re: for preparation of test ballots and testing of all election equipment by approved State vendor for the State Primary election held November 5, 2024, from budgeted funds.
- ACCEPTANCE OF DONATIONS: Livonia Public Library, re: cash and gifts from various contributors to be used for the purposes as designated by donors.
- REQUEST FOR AUTHORIZATION TO ADVANCE FUNDS FROM THE NEWBURGH AND SILVER VILLAGE UNEXPENDED FUND BALANCE TO THE NEWBURGH VILLAGE TWO OPERATING FUND: Housing Commission, re: the Newburgh Village Expansion Project site preparation and clearance, in a combined amount of $500,000, to be repaid through the issuance of bonds.
- REQUEST TO APPROVE NOTICE OF INTENT RESOLUTION TO ISSUE GENERAL OBLIGATION BONDS NOT TO EXCEED $10,000,000 AND DECLARING INTENT TO REIMBURSE: Housing Commission, re: the acquisition, construction, furnishing and equipping the affordable housing community at Newburgh Village.
- AWARD OF BID: Department of Parks and Recreation, re: the replacement of the Newburg Church roof at Greenmead Historical Park, from budgeted funds.
- AWARD OF BID: Department of Parks and Recreation, re: an accessible playground addition at the Jack E. Kirksey Recreation Center, from budgeted funds.
- AWARD OF BID: Department of Parks and Recreation, re: Rotary Park Tennis Court Resurfacing, from budgeted funds.
UNFINISHED BUSINESS - TO CONSIDER ADOPTION OF A RESOLUTION APPROVING A BROWNFIELD PLAN AND TAX INCREMENT FINANCING FOR THE 7 AND VICTOR PROJECT: Robertson Brothers Homes, re: for a planned general development consisting of 100 residential townhomes on the north side of Seven Mile Road, between Victor Parkway and Newburgh Road in the southeast ¼ of Section 6. Public Hearing held on Monday, December 9, 2024.
- REQUEST FOR COUNCIL APPROVAL ON A PROPOSED LOT SPLIT: Department of Assessment, re: the property located South of Eight Mile Road and East of Merriman Road, in the Northwest, 1/4 Section 2, 19902 Merriman Court (Petition 2024-11-LS-15) and to waive the required fifty (50) feet wide right of way for vehicular access to proposed parcels "A" and "B".
NEW BUSINESS - ACCEPTANCE OF GRANT OF EASEMENT: Department of Law, re: secured without monetary consideration from UAG Realty, LLC, for a 6-foot-wide public utility easement in connection with the sanitary sewer constructed at 32400 Plymouth Road, in the Southwest ¼ of Section 27. (Tax I.D. No.46-107-99-0031-001)
