Livonia’s Civic Park Senior Center was a bustling hub of services and programs for our older residents. However, the facility is an outdated, often-leaky, 60-year-old retrofitted church building that the COVID-19 pandemic revealed as inadequate to safeguard the safety and health of users.

Building a new Livonia Senior Wellness Center adjacent to the Jack E. Kirksey Recreation Center meant creating a safer, more accessible, state-of-the-art facility. Plans for this new building included a separate, circular drive and covered canopy entrance for Senior Wellness patrons, plus a dedicated parking lot apart from The Rec, along with a renovated fitness center. Creating more flexible rooms with moveable walls, a larger kitchen and dining room, a new café and lounge, and adaptable fitness spaces are also planned.

Relocating the outdated senior center is the decisive first step in implementing Livonia Vision 21, a community-inspired, resident-driven master plan with a goal of making Livonia a city our children want to come home to. Livonia Vision 21 was adopted by the City Council in 2019. It would reimagine a city center with mixed-use, walkable spaces for residential, business and community use, thereby creating a functional downtown and a true sense of place. 

The Civic Park Senior Center remained open through Nov. 13, 2025, while Livonia Senior Wellness Center construction took place July 2024-November 2025. The new LSWC opened to the public Nov. 17, 2025. The images shown early in the timeline below are only conceptual renderings.

Jan. 7, 2026 - The Rec Renovations Continue

The Kirksey Recreation Center's portion of the project continues as the former two Main Gyms are converted into fitness studios and multi-purpose rooms, and the fitness space is expanded. As with any multi-part construction project of this magnitude, delays are pushing the completion date into spring 2026.

The two new gyms on the west end of the building were completed and opened in September 2025, prior to the start of the construction on the former Fitness Hub and two Main Gyms. The second-floor track is closed since it runs through the middle of the construction zone, but we hope to open it prior to the rest of the project being completed.

Nov. 17, 2025 - Livonia Senior Wellness Center Opens to the Public

The new center opened to the public with a full slate of programs, group fitness classes and drop-in activities. Finishing touches are still being added to the front awning, interior decor and more throughout the month.

More than 100 stakeholders met in the new center's Commons room for a ribbon-cutting ceremony and light refreshments before getting a chance to tour the new facility.

Oct. 22, 2025 - Preview Tour Dates Announced

Livonia seniors (ages 55+) are invited to join us for a sneak peek tour of the new Livonia Senior Wellness Center weekdays, Nov. 6-7, 10 and 12. Time blocks are 10-11:30 a.m. and 1:30-3 p.m. Registration required; limit of 50 people per time block. (All 400 spots are sold out as of Oct. 31.)

There will also be a community open house 10 a.m. to 1 p.m. Saturday, Nov. 15. The community is invited to enjoy a self-guided tour of the new facility before it opens Monday, Nov. 17. No registration is needed.

2024-10-21 to 11-1 Hubbard Closure FlyerOct. 21-Nov. 1, 2024 - Hubbard (south of Five Mile) Temporarily Closed

To complete some construction-related items, a portion of Hubbard Street directly south of Five Mile Road will be closed, with tentative dates being Monday, Oct. 21, to Friday, Nov.1, weather permitting. The south lot at The Rec will still be accessible, and patrons will still be able to get to the entrance.

The detour route to access The Rec is to take Five Mile east to Merriman Road south, then onto Lyndon west in order to head north on Hubbard.







Aug. 2, 2024 - Interior Construction Coming Soon 

Construction began July 16, 2024, with exterior site work, closing the East FitHub (Strength Hub) Aug. 26, 2024, so Sept. 3, 2024, interior construction can begin. The Main Gyms will close in July 2025 once the new West Gym is complete. The full project is expected to be completed in December 2025. Below is a more detailed breakdown of these different phases. Aug. 22-23, 2024 – Both MAC Gyms closed. New Gym Divider Curtain to be installed.
Aug. 26-29, 2024 – Both MAC Gyms and full FitHub closed. East FitHub (Strength Hub) equipment moving to a MAC Gym now through Dec. 2025. No fitness classes or swim classes at The Rec Aug. 26-29. Unaffected Facilities: Main Gym, second floor, Reinke Aquatic Center, climbing wall, Tree Fort.
Sept. 3, 2024 – Phase 2 begins with interior construction. One MAC Gym will remain available, as well as the Main Gyms, West FitHub (Cardio Hub) and walking track.
July 2025 – Phase 3 begins once West Gym is complete. Livonia Senior Wellness Center should be near completion. Main Gyms, walking track and western edge of West FitHub (Cardio Hub) will be unavailable as new spaces are built. Half of the MAC Gym will remain unavailable, but new West Gym will be available. The climbing wall and Tree Fort will not be impacted. The front desk will be reconstructed for a brief duration.
December 2025 – Construction is estimated to be completed.

July 16, 2024 - Exterior Sitework Began

Construction on the Livonia Senior Wellness Center began Tuesday, July 16, with exterior site work as perimeter fencing began taking shape. The City hosted a groundbreaking ceremony ahead of the construction beginning in a few weeks! Work on the new Livonia Senior Wellness Center is starting very soon. Stay up to date on construction at the Kirksey Recreation Center and Livonia Senior Wellness Center here at LivoniaBuilt.org. We'll be using this page as a timeline of updates as major changes take place and milestones are hit throughout the project. Use hashtags #LivoniaBuilt and #RecreatingTheRec on social media to join the conversation. We want to keep you updated and “in the know” every step of the way. There are three main ways to follow the construction and renovation project:

  1. Follow us on social media at Livonia Parks and Recreation and Livonia Community Facebook to be notified of any closures or programs that will impact patrons of The Rec.
  2. Subscribe to our Parks and Recreation e-newsletter that is sent out every Tuesday. Go to Livonia.gov, navigate to "How Do I?," then look for the subheading of "Sign Up For." Under there, click on "E-newsletters" and look for "Parks and Recreation News."
  3. Visit LivoniaBuilt.org or scan the QR code wherever you see it. This is the best source for the most up-to-the minute updates of what’s going on with the construction of the Senior Wellness Center and the renovations at The Rec.

Construction begins July 2024 with exterior site work, closing the East FitHub (Strength Hub) in September 2024 and closing the Main Gyms in July 2025 once the new West Gym is complete. June 2024 – Groundbreaking ceremony.
July 2024 – Phase 1 begins with exterior clearings on both the northeast and northwest sides of the Kirksey Recreation Center in preparation for the new Livonia Senior Wellness Center to the northeast and a new West Gym to the northwest.
September 2024 – Phase 2 begins with interior construction. The equipment in the East FitHub (Strength Hub) will be relocated to one half of the MAC Gym. The other half of the MAC Gym will remain available, as well as the Main Gyms, West FitHub (Cardio Hub) and walking track.
July 2025 – Phase 3 begins once West Gym is complete. Livonia Senior Wellness Center should be near completion. Main Gyms, walking track and western edge of West FitHub (Cardio Hub) will be unavailable as new spaces are built. Half of the MAC Gym will remain unavailable, but new West Gym will be available. The Build Up

On Dec. 29, 2023, the City posted a Public Notice of Jan. 29, 2024, Request to HUD to Release 2022 Community Project Funding Award (PDF).

The Mayor spoke about the project as Project Catalyst, kicking off Livonia Vision 21, during her State of the City address on March 19, 2024.

From Jan. 18-Feb. 17, 2023, the City provided an online survey to gauge residents’ input on what they wanted to see in a new Senior Wellness Center. Paper copies were also available at the Kirksey Recreation Center and Civic Park Senior Center.

Based on that input, a team of representatives from the Livonia Aging Commission, the Livonia City Council and City staff are meeting regularly with architects to further shape the project.



Securing the Funding

This $21.9-million Senior Wellness Center project will become a reality without increasing taxes, thanks to the work of City leaders and federal, state and county officials who were vital champions in securing portions of the funding over the past two years.
